Borat Subsequent Moviefilm (Jason Woliner, 2020)
A Borat sequel with Baron Cohen reprising the titular character started and finished filming in secret earlier this year - here's footage of Baron Cohen filming in character in LA. The sequel is apparently a feature as opposed to a short or ad campaign, and may be released in the weeks leading up to the election

Is there an expectation this will be a 3rd (4th? 5th? I have lost count) October surprise? What's the significance of releasing it before election day? Is there an expectation it will influence the outcome or how people vote?

I'm a fan of the Borat segments from Ali G, and the first Borat movie, but this just looks very tired. I think this schtick/routine (Borat) is nearly exhausted for me.

I do like how he seems to be using the knowledge of Borat as a crux for the film.

The trailer didn't impress me but the first film's best bits weren't in its trailer either, so it's not a great indicator considering Cohen likes to conceal his strongest surprise gags. I think a lot of this one's success will depend on how Irina Nowak fits into the character of Borat's daughter. She could add a fresh layer of humor or just sink the film. I'm also optimistic since it seems like Cohen will be using costumes like he did in Who is America? to stretch creatively, but still stay in character.

You might not care about him, but Charles is a fairly significant person and dismissing him would be like an American shrugging at Chris Morris or the like.

As others have pointed out, it's Larry Charles, but his career rests mostly on the sitcoms he's done. (The stuff in Seinfeld's orbit, true, but also Mad About You, the first live-action The Tick, Scott Adams's Dilbert, and Entourage - I'm actually not a fan of any of these despite the few merits they may have.)
He also famously collaborated with Dylan on Masked & Anonymous which has its fans - I think Charles Taylor and Jonathan Rosenbaum both loved it. I don't think it was a very good realization of what may have been commendable ideas, but at least Charles got a really great story out of his time with Dylan, maybe the most entertaining Dylan story I've ever heard. (As mentioned at the end, a lot of ideas that came out of this aborted endeavor wound up in Masked & Anonymous.)

I know most of the crew and cast is still secret, but it seems aside from Jason Woliner, Tom Scharpling of The Best Show served as a writer according to his girlfriend’s Instagram. Woliner and his brother have called into The Best Show many times. A friend of a friend saw an early screening a few weeks ago and apprently Borat’s daughter steals the show.

I thought so too, but it seems like they've separated. Tom Scharpling has been in Los Angeles the last year and occasionally posts pics of someone else who's posted Tom on their feed many times in romantic context.

‘Borat’ made an appearance on Kimmel’s show the other night and was as ridiculous as you’d expect, though some of the antics made me pretty anxious due to CV-unsafe gags. Worth watching if you have 15 mins.

Saw some critics on twitter saying things like, "holy cow, when does the embargo drop?" Seems to be about this movie.
