Severin's mid-year sale is next Friday and they are debuting 9 titles (2 still to be announced, the 1st, a UHD, is to be announced later today and is a vampire film that has been out of circulation for some time and the 2nd will be announced on Saturday during the sale):

I believe there was reasonable speculation it would be coming from Vinegar Syndrome this Fall.

Yes they've confirmed they'll be releasing a mystery title in a UHD/3D-BD combo set so Flesh for Frankenstein definitely fits the bill.

But so does Paul Naschy's Frankenstein's Bloody Terror (aka The Mark of the Wolfman).

I wonder how they finally got this licensed, as David Gregory has been saying for years that Paul Morrissey would not license it.

Could also be due to subject matter too, like The Devil's Honey cover where a guy a blasting a sax straight into a woman's genitalia,

They promoted that The Devil's Honey cover. I think agnamaracs is correct, it is likely some Italian film that was marketed as a sequel to some unrelated film.

It's not a fun business to be in.

So.... he either got stuck with shitty contracts or didn't read or fully understand them? I mean getting royalties is a pretty big thing to clear up before lending out rights or he has just dealt with shitty companies.

Fair enough (I never saw that interview), but that has never been the impression I got when David Gregory discussed trying to license the films.

As many of you have inquired about FLESH FOR FRANKENSTEIN, we can confirm that an exclusive 4K restoration of the original 3D negative is underway and will be released soon by another American label.

Given Joe Rubin of Vinegar Syndrome has been working with Severin on a number of their recent releases, I’d say that’s pretty unlikely.
In the event Flesh For Frankenstein is VinSyn’s upcoming 3-D release (which seems like a good bet), I won’t be surprised to find that both labels have collaborated on the two films.
