Forbidden City Cop is probably one of the more sought-after of Chow's films that 88 can access through their Fortune Star relationship. Most of his biggest '90s films (including God of Cookery, King of Comedy, and From Beijing with Love) are with Golden Harvest and I'm not sure they're working with any international labels except Nova Media in Korea. Fortune Star mostly has earlier work like the two Royal Tramps, King of Beggars, Final Justice, When Fortune Smiles, etc. Celestial has a few of Chow's films—The Mad Monk, Justice, My Foot!, Look Out, Officer!, Love on Delivery, and Out of the Dark—so those could be possibilities as well. Ah, I see, I hadn't paid much attention to where they were getting their films from. Netflix had God of Cookery for a little while, but didn't keep it around, though they still have the Celestial titles you mention.
