at first I wondered if they bumped this up since maybe BFI would be doing this in the UK (as it seems like a title cut out for them) but Frank Tarzi actually explains it in an
interview here
is this the first DVD to 4K jump?

For KLSC or in general? I feel like labels such as Blue Underground, who seem to be only putting out 4Ks now, probably upgraded several DVDs to 4K already, no?

Kino has a few from the Paramount deal - Longest Yard, Nobody’s Fool, plus a few more to be announced they’ve discussed (I think the count is one from the 80s and two from the 2000s, so one of those seems probably likely to be The Gift)

That's the last 4K UHD title from current MGM agreements.
There are currently 12 Paramount and 8 Universal licensed 4K UHDs yet to be announced.
Kino Lorber Insider just stated another deal for 18 films was just finalized, but didn't announce the studio for the deal.

KL Insider said that they are looking into re-releasing Tarkovsky's Nostalghia since a new 4K restoration was done.

Maybe I just have the bar set incredibly low considering I watched many of his films, including this and Stalker, in terrible conditions of VHS or TV rips back in the day, but how is the current blu of Nostalghia not even somewhat presentable?

Kino will be releasing The Lady from Shanghai in January 2023. Apparently we keep needing this film to be re-released every couple of years.

KLSC announced they are releasing a boxset of the Missing in Action Trilogy. The first two films are from new 4K scans and the third is from a new 2K scan.

In response to a Blu-Ray user asking if there was "any chance of a 4k for Lady from Shanghai" KLI said:
We were hoping but no
So they were aware of interest in a UHD and would have liked to release one but Sony seem to have rejected that. I sure hope that it gets an individual release if they do it themselves unless another boutique label has it. It irritates me that stuff like Taxi Driver and Anatomy of a Murder is bundled with inferior films while a Julia Roberts comedy gets a standalone release from Sony.

There’s no way it stays that way- I expect stuff like Taxi Driver or Jerry Maguire will get solo 4K releases sooner rather than later

It’s been said that Sony primarily do deals via “packages”/bundles. It would explain why labels like Eureka and Indicator had so much Twilight Time overlap when they first started releasing Sony titles (not to mention Kino now with mostly Mill Creek re-releases). It’s possible that Criterion might not of wanted whatever bundle that “The Lady From Shanghai” is a part of. That, or they weren’t interested and/or other Welles titles were a higher priority.

I believe it has to be something about the film itself. Maybe the last part of what you said is correct. CC has a very strong relationship with Grover Crisp for years now. And Sony does the distribution for CC. There is no way Mr Crisp wouldn't have allowed CC to release it if they wanted it. Instead the first release went to TCM as a Vault exclusive (this ended poorly), followed by a release from Mills Creek and then Sony themselves. As far as Sony packages, CC released lots of Sony/Columbia films back 7 to 10 years back, surely The Lady From Shanghai could've been included

Today's announcement of a Blu-Ray for The Big Easy would suggest that the new 18 film deal that KLI spoke about lately may be with Lionsgate.

Kino confirmed it is a deal with Lionsgate. They also said they have UHD rights, but most are going to be Blu-ray only and 17 of the 18 are new to Blu-ray in the US.
