Eh, it would be nice if they had both, but the cut version was the original US theatrical version, so I don't care much. The digital masking in Mullholland Dr was actually only added for video release, but remains the official version in perpetuity. The real selling point here will be a new clean 4K transfer.
I would fully expect the Criterion will feature the substantial bonus footage for WIld at Heart though.

Are we talking about the scene where Bobby Peru blasts his own head off and Lynch masked it with smoke to secure the R rating? I don't recall the European versions featuring the unmasked shot either.
The torture of Johnnie Farragut was longer but that was already trimmed after test audiences walked out.
