By looking back at the time of the first comments from the last couple NYDs on their site, they seem to be posting them anywhere between 8-10 in the morning, EST.

They have released the NYD in the 7am est hour in the couple of years. The time inicators are an hour ahead. The time doesn't change when the clocks are changed in the fall when standard daylight time ends.
