Aside from questionable creative choices, it seems the holy hierarchy of DVD cover art that somehow has defined target customer anxieties in this priority:
#1) Show any awards, commendations, boy scout medals, preferably in capital letters (or stickers) in font sizes nearly or equal to the title. Repeat words like win, won, winner, nominee, nominated. It doesn't need to even be credible awards. I just need to know that I'm buying something that I feel other people are also buying.
#2) Who came out in it? Show faces (doesn't even need to be a still from the film) of the actors as large as possible, because - who can read these days, seriously? I really can't watch people in films that I don't know or aren't popular, cause I don't know if it would be good.
#3) Any critic or other website review blurbs because I need to know what people think about the film, cause otherwise, how would I know what to watch?
I can't tell if the cycle starts on the consumer end, or if the companies themselves are inferring the above.

I was just going through a stack of Chilean DVDs for work when a particular blurb on the back cover of a legitimate DVD release of La Once caught my eye. (It's a documentary about a group of women who have been friends for decades and who still meet once a month. I think it showed in the US on PBS recently.)

Turns out it's not that Neil Young, and it comes from this review, but you have to wonder why they picked that particular sentence for a blurb when they could have plucked out gold like "A bite-size confection whose surface sweetness hides hints of more complex flavors," or "packs an unexpected emotional punch."
