Other than your bad luck, is there anything we know that would lead us to believe the Third Man is forthcoming anytime at all (much less this month)?

It's not a 2020 restoration. It's been up on Mosfilm's Youtube channel since late 2018.
And I don't know of a Russian Blu-ray but it's out on Blu-ray in Netherlands by Lumière Publishing, both as part of a Tarkovsky box set and a standalone release.
It's finally in the correct aspect ratio and it looks great. My only complain is about the opening with the famous shot of the mother sitting on the fence. In previous Blu-rays the sky in that scene has a pink-ish color. In the new restoration, the sky just looks normal. It's probably correct and how Tarkovsky intended it but I just loved the magical look of those older Blu-rays. Maybe since Criterion took the liberty to alter the tinting of Stalker, they'll do something about it with their release of Mirror too.

Ha! I'm floundering like everyone who'd have liked a New Year's drawing. I think my course will be to extrapolate and free-associate more from Channel stuff. The Channel's two favorite commenters, Imogen Sara Smith and Farran Smith Nehme, may have some input on choices, so I'm trying to catch up with their postings, along with the roundup of 2020 essays from the Channel newsletter that had all those links back in December. And there have been retrospectives of Joan Crawford (who still only has one title in the collection!), Mae West, and others worth mulling. Also, the last couple months have expanded possibilities to upgrades from Eclipse and titles from The World Cinema Project, so there's that. But it still comes down to what appeals on any given day....
FWIW, Indicator just hinted She Done Him Wrong as forthcoming, so I wouldn't be surprised if both Indicator and Criterion are working on Mae West box sets.

Criterion did have an article about her last month and the Criterion Channel currently has eight films with her in them on it. I'd certainly like to see a Mae West set.

This is my first rodeo, actually, and the above is part wish list (the first two), part random inkling (the Téchiné), and part whatever inside baseball I may have picked up here and there. The Bresson upgrade, if at all a possibility, does feel, if not overdue, then just about the right time?

I get the feeling (just a feeling) that Criterion won’t be touching Hou for a while, if ever, though I’d be very happy to be wrong about that. Egoyan, I thought about adding, but I’m thinking something will be coming later in the year? First rodeo, and being real chatty about it.

They released a Bresson upgrade last month, so maybe if they had plans for Priest in the near future, they would've released it alongside Mouchette? Egoyan did say Criterion will release some of his films, though I also feel it won't be this soon.

It would be a good time to announce Irma Vep--as it has been reported that Assayas is working on his own remake--as an HBO limited series, starring Alicia Vikander.

While I'm at it, I'll go ahead and put in for Non Fiction, as well. After all--we can dream, can't we?😏
