My recommendation for those who haven't seen it: Miike Takashi''s strange "art film" 4.6 Billion Years of Love [aka Big Bang Love, Juvenile A].

From a 2006 review ...

BBLJA starts with a slate (scene 1, take 1) followed by Endo Kenichi’s lengthy recitation of a text which improbably combines cosmology and biology. Cut to a giant red flat in front of which is pinned a half-naked boy. A tribal dance qua rite-of-passage. Cut to a prison lit like some late Beckett experimental theatre. Two new arrivals: Jun, who, despite his effeminate angelic demeanor, has brutally stabbed a trick he picked up at the gay bar where he works; and Shiro, a repeat offender, elaborately tattooed, who, for some reason even he’s not sure of, decides to act as Jun’s protection. Something like boy-boy love evolves, jealousies rage, and Jun and Shiro stand tête-à-tête in a vast vacant CGI courtyard debating the philosophical implications of choosing whether to venture towards the Buck Rogers style rocket ship that seems to be in a state of perpetual final countdown or towards the massive Maya pyramid opposite the launch pad!

The film is a pressure cooker of desire roasted over a pit of repressed violence compressed by demonic powers into an infinitesimally tiny singularity sucked back through a black hole of time.

Bruce Conner made a new (three screen) version of his "Cosmic Ray" in 2006, "Three Screen Ray". Is that eligible?

Hal Hartley's hilarious Fay Grim is listed as 2006 by wikipedia and IMDB and premiered at Toronto that year. You've got it 2007, I think. Ruling?

Kim Ki-duk's best film, Shi gan [Time] is 2006. It's outrageous. A woman ghosts her boyfriend and has recognition-altering facial surgery so she can meet him again and find out "if he really loves her for the her she thinks she sometimes feels she is or maybe is or ..." Highly recommended.

Oshii Mamoru's best film, Tachiguishi retsuden [The Amazing Lives of the Fastfood Grifters] is 2006. It's a history of Japan reflected through street-food vendors. Highly recommended.

One of Miike's other 2006 films, Taiyo no kizu [The Sun's Scars] is pretty good too.

Another fun 2006 Japanese film: Yamashita Nobuhiro's Matsugane Ransha Jiken [The Matsugane Potshot Affair]. I'll almost certainly vote for it.

You've got Yasmin Ahmad's Mukhsin as 2007. I think it premiered in Tokyo before its Berlin-directing-prize-winning 2007 screening. Not sure which fests you're counting as date-determining.

I'd vote downlist for two short films that formed parts of the 2006 Jeonju Digital Project: Eric Khoo's "No Day Off" and Pen-ek Ratanaruang's "Twelve Twenty". Oh, and maybe also for Jissoji Akio's segment of the anthology film Ten Nights of Dreams.

Also 2006, I believe, are Lopushansky's The Ugly Swans and Benoît Jacquot's L'intouchable, one or both of which might barely make my list.

That I'm aware, Fay Grim didn't open wide or receive any awards recognition at a festival until 2007, which is why I have it there. Same deal for Mukhsin.

Not much love for die Berliner Schule? The Schanelec was an orphan on the 2004-list but blame me. It wouldn't be if I had submitted an list. For a 2006 film I recommend Grisebach's Sehnsucht. I remember how Cinemateket, Copenhagen, annouced it as having the most remarkable ending in the entire history of cinema (or some hyperbole like that). Hyperbole or not, it's great.

Everyone please note that I have Kenneth Lonergan's Margaret eligible as a 2006 film. The film was shot in 2005 and had private screenings in 2006 but legal battles kept it from wider release until 2011/2012
