The creator of Maniac Mansion, Ron Gilbert, did that about 10 years ago with Thimbleweed Park

Yeah, I would not read too much into this. The "leak" was Steam's API exposing achievement (trophy) data for unreleased and unannounced titles, so crawlers have scraped a lot of achievement data for various packages on Steam's back-end. One such package has two achievements associated with it:
1. Test Achievement (This Is A Test Achievement)
2. Welcome to Twin Peaks (Reach the Double R Diner)

And that's all. There's no title, no developer, no publisher. Might be an old abandoned package, or, more likely, given how open and uncurated Steam is, someone's fan project that is not licensed nor officially associated with Twin Peaks.

Achievements can also have wry allusions to other media in them as well, so just namechecking Twin Peaks and the Double R Diner in one may not necessarily be anything more than an in joke for when the player reaches a particular location.

That said, as the posters above have mentioned, Twin Peaks is all over games already, from Mizzurna Falls and Thimbleweed Park (which mashed up Twin Peaks with X-Files), to the first Life Is Strange game (which mashed up Twin Peaks with Donnie Darko), and of course the notorious Deadly Premonition (which mashed up Twin Peaks with copious amounts of hallucinogenics)

There already was/is an official VR “game” for Twin Peaks. I never bothered. Lynch is dead, and TP is beautifully complete. I have no interest in spin offs or remakes.
